It is also against the rules. The offending rider can be penalized up to
and including suspension. This sort of thing needs to be reported to the
officials. Postings to the OBRA list serve are not likely to reach the
rider that was breaking the rules and putting people at risk. This is not
behavior that should be tolerated. Allegations such as this need to be
reported as soon as possible after the race with as much detail as possible.
The race officials then need to investigate and make a ruling.
