So I think I've tracked down the issue that is causing the excessive
bounces issue with OBRA Chat.

Looking at the bounces it looks like what is happening is that folks
on gmail can't receive unauthenticated e-mail from yahoo users. If a
yahoo user sends a note to OBRA Chat- all the gmail addresses bounce
the e-mail (DMARC policy). Hence the gmail users are getting
excessive bounce notices.
