To try and help clarify the light questions I will try and make some sense of it. There is no OBRA specific rule that covers lights in races or what you can or cannot use. In the case of Blind Date Tony and Joe put on the flyer as a request for racers to not use headlamps. Promoters can make special requests with the approval of the excecutive director. So we have been enforcing the no headlamp for the Blind Date series every year.

As for the PDX Trophy Cup there is nothing listed on the flyer or website with information regarding this restriction. All I would ask is that you check in with the promoter of the event before racing if you feel a handlebar lamp is not enough.
