Aluminum oxidation at top tube cable stops

Quite possibly the corrosion is being caused from the pop rivets
themselves. It's through a process called Galvanic Corrosion and sadly
aluminum acts as the Anode in the electrical equation and causes a mess
with paints, primers and clearcoats. Top tube cable stop corrosion is
further exacerbated due to sweat and other fluids spilling on them.

Often our (Ruckus Composites) solution is to remove the current cable stops
and clean up the affected area and put down some sort of electrical
insulator before we re attached the cable stops and then some sort of paint
and clearcoat touch up in the area. If you like forward a photo on my way
and maybe I can suggest a few DIY solutions.

I've got an aluminum frame showing likely oxidation under the paint near
the riveted cable stops underneath the top tube. Anyone have experience on
what I can do to fix this issue?
