Here's a 2nd try..
A friend of mine is looking to buy an inexpensive but solid/functional road
bike to start training on (she only has an MTB right now). She's 5' 5",
which puts her in the ~51 cm range. Her budget is <$500. We don't need
wheels, so if selling the bike w/o wheels drops the price even more, that
would be excellent.
