Brand new. I have never used them. Came with new bike. Comes with rotors
installed that are also new and never used.
Note - wheels can only be used with SCS hubs. (you know what this is if you
have it)

The AXIS 4.0 SCS Disc wheelset is performance packed, with the patented SCS
hub system for a proper chainline on short chainstay performance road and
cyclocross bikes. The tubeless-ready (with tape and sealant) rim has an
internal rim width of 21mm, providing a better tire profile for enhanced
traction. This wheelset is built with 12mm thru-axle hubs for use on SCS
thru-axle bikes.
