I have no experience with road events. Dirt based events follow community
access guidelines. Large groups, fees, markings of any kind, or failure to
yield are generally forbidden. Group experience, challenge, courtesy,
adventure, and fun are part of the American experience. Find the balance,
love the balance.

My understanding (imparted to me by a police officer, not a lawyer, let
alone a judge) is that any vehicular contest of speed is illegal on
public roads. It's certainly unusual for this to be enforced against
bicyclists, but that does not mean that it is legal. And, yes, I was
informed of this immediately following a city limits sprint on a
training ride a few decades ago.

I doubt very much (although I am not a lawyer) that it is illegal to have an unsanctioned mass start bike race on Oregon roads. If that was true, then the Thursday Nighter (Eugene), and all similar World Championships of (name your town) would have been shut down decades ago. What is illegal is obstructing traffic, riding in big packs blocking the road, crossing the center-line etc. The cops will bust you for that. Yes, you need a permit for a bike race on a state highway, but let's not get hysterical about a bunch of guys (or gals) riding their bikes fast and trying to win the City Limit Sign sprint.
