TT Eddy cat Rules Question

The general thought is as long as the bike is sold as a road bike and not a TT bike then it is legal for the Eddy cat. Of course the wheels need to be 40mm or less in depth. As road gear becomes more aero there is a bigger gray zone with the rules. And this is coming from someone that has beed trying to get the Eddy rules into the OBRA rule book for years... but it gets shot down because its not a "real" cat.

I know the rules allow for bikes with aero tube shapes in general, but a question came up in discussion as to whether the flat-profile handlebar on the new Madone would be acceptable. I could understand if it's not, but that does leave it stuck in the middle, since you can't use a different bar with that bike, and you also can't attach clip-ons for use in a non-Eddy category. (Yes, I know you could still race it in the non-Eddy cat *without* the benefit of a clip-on, but that's not ideal.)
Not that I'm a serious enough TT race for it to really matter; I'm just curious more than anything.
