I can not attend the annual meeting so am offering my suggested improvements to OBRA's role in promoting bike racing in our community.

1. OBRA needs to adopt an advocacy role, working with governing agencies to find a more fair use fee structure. The current flat city or county fee per event is too high for a low cost event like a bike race. OBRA needs to lead with advocacy on behalf of the racing community. Advocating for a % of total entry fees instead of a single flat fee would make the financial calculus of an event work better.

2. OBRA should dedicate a % of annual budget to subsidize the cost of some or all races. Currently the cash flow is uni-directional. Promoters pay, OBRA collects. While OBRA is not getting rich, a % of cash reserves should be invested annually to help insure quality racing continues in an ever more costly environment.

3. The annual race calendar needs to be formally managed through all 12 months of the year, across all Oregon regions. The current seasons overlap, are hap-hazard at best, and insure no one event is well attended. The current laissez faire approach has been a disaster for promoters and has not served the racers. My hope is the 2017 season will not be a repeat of 2016. The OBRA board needs to be accountable for the past lack of coordination and leadership on this issue and take the lead to insure past event conflicts are not repeated.

We currently don't have an "official" reciprocity agreement. The last
one we had was a number of years back. However, USA Cycling (via
WSBA) honors our categories.

I've been e-mailing with Derek. Currently, we're working on some
issues surrounding drug testing. Once we get those worked out it's
likely we'll have a reciprocity agreement.

I have to point out again that there has never been a prohibition against front discs in any OBRA TT race. There is no increase in risk, just the same risk which was present before. It would be easy to propose a rule prohibiting front discs in road TTs. In fact, I think it would be reasonable to prohibit front discs in all OBRA events given that we do not have an indoor racing venue. On the other hand, given that there has never been an issue with a front disc at any OBRA race, road or track, mass start or TT, any rule prohibiting them in some subset of races may be a solution looking for a problem. The focus of this rule change was rear discs in road mass start road events. I don’t see any reason why a rear disc would be safe in a mass start track race but not in a road event. Actually, I really don’t see why a rear disc would be dangerous at all. My argument, however, did not carry the vote.

That reasoning isn't logical though. An out of control double disc bike over taking slower riders puts both riders at risk. Combine that with a double disc out of control pass plus an oncoming car leaves very little room for mistake. The same is true if a slower rider is setup double disc and white to yellow lining when a faster rider tries to pass.

I'm happy with the rule, but it does increase risk of collision between two riders passing and between a rider and an incoming car.

Board of Directors positions. Coaches, Women, Juniors, MTB, Enthusiasts,
Eugene Members, Bend Members, CCXers....where are you?

Board needs a better cross section of members represented. New blood
infusion is always a good thing!

I am not sure if this has been brought forward by anyone else? (And it has
been hashed over in the past).
I would like to hear what people think of adopting a masters category system
similar to Washington. Masters split into A (Cat 1/2), B (Cat 3), C (Cat
4), D (Cat 5). Masters includes all racers 30 and over. I can see how
older racers (who don't want to downgrade as they go slower with age) might
not like the system, but I believe WA lets the older racers race down a
category.
