He's evidently sending out the same canned reply to everybody on this topic

so I'm wondering if it's not just a mask to forge ahead with his special

interests (whatever they are in this case). Because he's not replying

specifically to anybody's comments, I sent him something to with the same

canned response from him, it just makes me wonder.

Below is Cliff Zauner's e-mail reply and my letter, strongly urging him to

withdraw the bicycle registration legislation.

Tom Field,

EWEB Windpower cycling team

I appreciate your comments. I sponsored this legislation to establish a

system to track lost or stolen bicycles and also to help identify

bicyclists involved in accidents. In no way do I mean to cause an

economic burden for bicyclist or deter folks from riding bikes. I first

thought of this while participating in cycle Oregon and then while

riding along bike paths with my grandchildren. What I had hoped to

accomplish through the bicycle regisatration program is to create a fund

that can be allocated toward transportation improvement projects such as

adding bike lanes and paths, cleaning up bike paths and bicycle

education. The bill is certainly not in a final form, it needs

amendments to make it less reliant on ODOT. I had anticipated a bill

quite different than the current bill but due to time constraints

dropped this a place holder. I also heard over the weekend that in fact

lost and stolen bikes are not recovered. I believe it was the Salem

police that picked up 200+ bicycles last year of which only 2 were

returned to the owners. There are also many other states with bicycle

registration programs.

Your email is certainly appreciated. Part of this process is getting

ideas out in the open so that a discussion can begin. This idea isn't

perfect but my goal is to come up with creative ways to raise revenues

for projects that will also help our environment and our health.

Subject: Bicycle Registration Bill

Dear Mr. Zauner,

As a taxpayer and bicyclist in this state, I strongly oppose any bill

that

requires the registration of bicycles with the attendant fees. Do you

want

to discourage the population from using a clean, efficient form of

transportation? As a bicycle racer in this state, my bicycles are my

sporting equipment. Clearly taxing only one form of sporting equipment

is

discriminatory. Are you going to propose a tax on golf clubs, baseball

bats, soccer balls, ? I can't encourage you enough to withdraw bill

3135

as soon as possible.

Sincerely,

Thomas O. Field, Jr., MD

EWEB Windpower Cycling Team

Member, Oregon Bicycle Racing Assoc
