I have personal knowlegde that "no forward motion" is what the portland police look for.
So if you can track stand and have no forward motion you are a-okay.
I also think part of why the Portland pOlice are doing so much bicycle ticketing right now, is there is a new program for bicyclists who are given traffic tickets, they (as axle mentioned) go to a $30.00 traffic class, and then the case gets dismissed, if the violation is one of the elegible violations. However you can only go to the class one time.
So lots of cyclists right now are getting tickets and going to the class, but will be out of luck if they ever get a traffic ticket on their bicycle in portland again.
