Their ought to be a difference between:
a) stopping fully setting foot down (what cops want).
b) slowing do a full stand momentarily then going.
c) going through at slow speed looking (dangerous)
d) going through a red light (stupid)....
IANAL but b,c will probably get you a ticket.
I see idiots going through red lights downtown and in Beaverton all the time.
They really piss me off both from bad social consequences and the danger.
