With respect to a and b, there is no requirement that you put your foot down, only that you stop. In Portland, I have never found that to be an issue. When outdie of Portland, I have had a few instances to the contrary, but some rational dialog with the officer clarified the issue and all was well. The police are not our enemies although when I get a ticket, the tendency is to think they are. After all, like most people, I am completely innocent no matter what I do.
