I will propose a rule change. Having an OBRA membership or not is arbitrary.
As it is we do not have State championships as stated on the medals but open
races to anyone who chooses to buy an anual membership. Residency in a state
is easy, does one live here or not. If someone chooses to "cheat" well let
them. 99% of the time it won't be a problem. And I will state that I would
prefer these races open to all. The medals would go to state residence.
