Mike is absolutely correct.
There are NO self upgrades to Cat 4. You must request one by sending
an e-mail to upgrades@obra.org.
I do pick up on these things, and racers who race out of category face
potential sanctions.
The pertinent rule is:
6.6.1 Eligibility. No rider may race in a category other than that
which is stated on his or her membership.
Racing in a category other than what is approved could be considered
fraud and may subject a rider to punishment up to and including
suspension per 13.1.
