Pro is short for Professional, people. I am a Professional bike mechanic. I provide my services, knowledge, and abilities to bike shops in exchange for a means to a living.
Thus, a Professional Cyclist is one who provides his services, knowledge and abilities to a team, a sponsor, or other organization in exchange for a means to a living. It means cycling is their job.
The term "Pro" is one of the most frequently misused terms in sport in that we often call someone "Pro" just for being pretty good at the sport at hand. For instance, OBRA licenses many mountain bikers under the designation of "Pro", but barely a handful of these riders actually receive paychecks.
Buying a License doesn't get you paid. There are much fewer actual professional cyclists in North America than there seem to be.

sorry to be the guy who reads the rules, but anyone with a cat 2 or above can purchase a "pro" license. so simply questions: does the person have a pro license or not? the answer may bring you your answer. Or not. Ginsberg
