bike theft issues

I remember reading a short cyclo-fiction about cyclists teaming up to fight crime since the Police didn't seem to care and the thieves were getting way out of copntrol. It seemed to include all the same motivations as the peace protest movement in which it was difficult to get kids to show up unless they thought they'd get to fight the cops or whatever... warrior mentality. What I mean to say was that things got way out of hand really quick with traps being set and people getting beat up (over material goods). At first it was inspiring to be on the side of the cyclists of course, but in the end, their spite was really ugly compared to the human stories that got unveiled about the theives and their own struggles for survival. I can't recall the title or where I saw it, so just write the story in your own minds and see what there is to learn about compassion and social change. If we learn these lessons we can solve these problems, or at least a lot of them.
