If the bike isn't reported as stolen anywhere, is it really worth your time and headache (and safety) in trying to repo, and find who it belongs to?

That being said, the guy's name is Leroy. He's on the PPD list for convicted bike thieves. He's apparently the "kingpin" of the bike theft ring happening in the NW/SW area. He's got nothing to lose, which is a lot less than what any of you have to lose, so I'd suggest not pursuing him on his *maybe* stolen $300 Bianchi.

Unless you have solid tangible proof of a bike being stolen, I would suggest not messing with the people in possession of them. Moving stolen bikes and working in the black market is a full-time job for some people, and how they stay alive. I know a lot of times it's obviously a stolen bike, but is it worth risking your own neck to get it back?

FYI - I saw this same bike ride by me on Saturday afternoon, around 3:30pm, on the Eastbank Esplanade. I thought the exact same thing - no way that bike belongs to that guy. He parked out underneath the Burnside bridge, where the stairs go up to the bridge from the Esplanade. I hung out there for a bit because I remembered seeing this post, and I checked some stolen bike listings and didn't see anything about it. He waited until we walked up the stairs away from him before he took off again. He was wearing some camo-ish gear and had a bandanna over his mouth/nose.

OBRA,

I spotted a black and white Bianchi Single Speed with pink bar tape, flat
pedals and a rear fender. It's currently under the Morrison Bridge in
Waterfront Park.
