I replied earlier but it didn't go through for some reason. I practice bicycle and traffic law almost exclusively.
I think it depends on if there is a sign there that says "bicyclists use pedestrian signal". If there is you are OK to cross on the pedestrian signal but if there is no sign indicating that the pedestrian light is the traffic control device for bicyclists operating outside of the crosswalk then you can't cross on just the walk, you need a green light.
