That doesn't answer the question though. The best example is CAT 3. Last year you would race B's. When you were one of the fastest B's probably in the points lead or close for the crusade you'd get bumped up to the A's. So now, the 2/3 is what the former B's are racing unless they are masters. So, I believe the question is, how do those 3's become 2's? Per that link they have to score the points which means they have to beat people that are at the higher level already.
