Ron, here's a list of U.S. January road races so far this year. Sure the weather is probably optimal race weather in the majority of these spots, but the weather in St. George was similar to Oregon. And the turnout was par/better than any OBRA crit last year.

I believe a promoter can put on any type of race at pretty much anytime....but a road race in Jan. probably would not fly.
If you want more off road access be aware and be heard with regard to the Portland Off-Road work (Justin mentioned)
https://www.portlandoregon.gov/bps/68157 and speak up for it. Maybe someplace beside PIR can become available for short track races!

You want single track to ride and race...more voices for that are what will make it happen. Putting on the races takes way more than typed words. Ideas are great, but if one really is important to you..................act on it. Get people to help you with it. Make it happen. Next Tuesday evening Michelle Kunec-North of Portland’s Bureau of Planning and Sustainability will be presenting on the Off-Road Plan.

Come provide positive support (or at ORCMP meeting on the 26th). All these things take time, be it racing changes or off-road access and positive voices / support make for much more movement than negative.
