Glad to hear you were looking out for your fellow cyclists. I would like
to suggest you keep this tactic in mind should a future situation arise -

In your conversation you might make clear to the person that being in
possession of stolen property is a crime no matter if they were the ones
who stole it or not. Therefore you might suggest they abandon it (some
where where you can conveniently keep an eye on it) because the police
are on their way.
Might be that you could spook them enough to get them to leave the bike
behind...

Hello. Today I saw a homeless guy at my apartment building with a CARBON FIBER FUJI CROSS COMP with ALEX DC-19 RIMS. He said his "friend gave it to him." He was not aware of how valuable the bike was and I believe it was definitely stolen. i spoke with him outside my apartment, the Madrona Studios. He is on camera there with the bike, however i could not detain him without reason. Please email me if this was your bike. i believe he was going to try to sell it today.
