Here's the explanation: Some guy in a yellow shirt is about to jump a ditch after running down a grassy slope with a bike he just stole from a little old lady. A good samaritan in a yellow shirt (maybe an OBRA official?) is about to take the guy out with a flying tackle, leaping across the ditch with no regard for his own safety.
