Fairmount Blvd in SW PDX is a bit gravelly right now, as they've been doing

some shoulder work in many spots. Use some extra caution on the curves up

there!

Here is what I received from Washington County after my email to them a week

ago. I'll give Wash Co. credit for doing better than they used to do. This

is fairly aggressive post-sealing action. But the old bugbear of "functional

classifcation" and "built to standards" is used quite frequently to wave off

responsibility for pro-active consideration of impact to bicycles and

pedestrians. "Later", it means. Procedures have improved a fair bit,

fundamental policy only slightly.



Keep your elected officials educated about your concerns. It does pay off,

gradually.

Thank you for your email about chip sealing West Union Road. I appreciate

your concerns about this road. While West Union Road is shown on the County

Bicycle System Map, it is not built to the standards required to be a

bicycle-friendly road. Until it is built to those standards, we must

maintain it in an acceptable condition using appropriate methods for roads

of its functional classification. Chip sealing is a proven, cost-effective

preventive maintenance surface treatment that helps to extend public

resources County-wide. In the professional judgment of our road maintenance

management team, chip seal is the appropriate treatment for this road at

this time.



The chip seal placed on West Union yesterday is not the end of this

maintenance treatment. The road will be swept the day after the

application. Unlike some chip seals the County did in the past, the road

will then be swept again a few days later and fog sealed, a process which

will reduce loose aggregate and create a smoother surface than would

otherwise result from just the chip seal alone. Finally the road will be

restriped in approximately the same locations as before.



I would ask you to please wait until the entire maintenance treatment

process has been completed to see how this road will turn out.



Your comments have been shared with the road maintenance management team.

We appreciate your input and will continue to look for opportunities to

improve the maintenance of Washington County's roads for bicycles as well as

other traffic.
