Didn't Oregon just change the law to be that cyclist didn't have to stop at stop signs, just slow down? Still need to stop at lights, just not signs? Not the smartest of laws... But if that is the case, I don't think they can ticket you for not stopping unless traffic was coming and you impeded the flow of traffic.
