Let me clarify this a hypothetical situation...
See it says "for example". OBRA brass can decide if they want to go 10%,
25% or 32.952% that is not the point...
We just need to have it figured out and standarized so racers/promoters
need to know what to expect.
Of course the wording should be "100% minimum payout for XYZ Category".
That way if you have some sponsor willing to pony up a few more bucks
you simply divide the amount by the number of placing riders and add it
to each one's winnings.

I have been pounding on the 100% payout program so I should clarify how
this works. OBRA needs to standardize the payout structure and the
promoters need to stick to it...
For example 100% payout for top 25%.
12 guys show up and pay $30 each for entry fees ($360)
This is divided among the top 3 (25%) in the category. So maybe $180 for
1st place, $110 for second place and $70 for third place.
The breakdown and depth % should be determined and writted into the OBRA
rules. That way everyone always knows exactly what to expect.
The Intermountain Cup in Utah does something similar to this and it
works great. The payout schedule is always listed in their race handbook
(also a good idea). For the record they happen to be the best run
races/series I have EVER attended--anywhere.
