As long as the helmet has one of the certifications listed in Rule 9.1 then
it is "legal" according to OBRA rules. I believe that it is not actually
legal to sell bike helmets in the US that do not have CPSC certification,
although I have seen non-certified helmets for sale in shops.
Whether you will get DQ'd depends on whether the official has a sharp enough
eye to recognize that the helmet is one that might not be certified. No
offense intended for our hard working officials but I think most don't pay
much attention to this.
If you have seen riders with head fairings at TTs then congratulations for
having a sharper eye than the official at that event.

Bell Euro time trial helmets would you be DQ'ed for using one?
