Hey All

Just a quick up date on the race conditions. Traction is GREAT. There
is
some patches of mud, but very few and not very big. I rode the course
today
and I have very little mud on me or the bike. Even if we get some
rain the
course will hold up really nice. It could even make for even better
traction.

begginers, Jr Varsity will race 1.7 laps (11 miles)
sports, singlespeeds and Varsity will race 2.7 (18 miles)
Pro, Semi-pro, Expert and will race (25 miles)

Yes....You did read that right, the pro-experts race first at 10:00am
and
the Begginers and SS and Sports and Varsity race the later race at
12:00
noon. Awards will follow right after each race (pro expert about
12:30) and
the raffle will be after the 2nd race.

Course is marked with orange tape now and I will mark the course with
signs
Friday morning.

Parking... Please pull all the way up and drop off your fans than
pull back
down the road and park on the RIGHT side of the street. Please do NOT
block
any drive ways. If you don't bring your fans,than you can just park
and not
come all the way up.

I spent the morning in traffic court.

Nope, I wasn't there because I got a ticket, but rather to support
Portland cyclist Sean Barrett. Sean was hit by a car last November
near the Rose Quarter. The driver made a sudden right turn from two
lanes over, darting into the bike lane where Sean was.

Luckily for Sean, a second driver who witnessed the crash stayed to
help. Unluckily, 911 operators refused to send out an ambulance when
the witness called, and thus police never arrived on the scene. No
ticket was issued, and when Sean tried to follow up with the police,
they told him they wouldn't fill out an accident report or issue a
ticket.

In the past, that would have been the (frustrating) end of the story,
and it's a story I hear too often here at the BTA.

Portland lawyer (and dedicated cycling advocate) Ray Thomas has
recently been working on a revolutionary tool to help cyclists in this
situation (more info here), and Sean was in the perfect position to
try this out. (The first such case was recently resolved in favor of
the cyclist; here's a recent Portland Mercury article about it.)

Oregon law allows citizens to initiate a traffic complaint in court
(ORS 153.058). It's seldom used, though--this morning in court the
judge said that he had never seen such a case in his six years on the
traffic court bench.

Following Ray's advice, Sean prepared his case thoroughly, filling out
plenty of paperwork, creating a detailed hand-drawn map, and making
sure his witness would be present. Thankfully, she was.

The driver had originally pled not guilty, but she changed her plea to
"no contest," which led to a conviction for failure to yield in a bike
lane (ORS 811.050) and improper right hand turn (ORS 811.355). Those
convictions will go on her driving record, and, I hope she'll think
twice before she darts across a bike lane without looking again.

I was there with BTA head honcho Evan, and bike community members Ken
and Meghan (as well as Sean's mom), to lend moral support and
demonstrate that the bike community is watching these cases. I
couldn't be happier for Sean that he was able to see justice done, and
make sure that cyclists are given their rightful protection under law.

We'll continue to work on this idea with Ray and others. With two wins
out of two cases, it's clear that citizen-initiated enforcement is an
idea whose time has come.

Springwater development may nix trail improvement

SK Northwest, a seller of boats and personal watercraft currently
located on NE Sandy Blvd, has filed an application to construct a new
building on the Willamette just south of OMSI between SE Caruthers and
SE 4th Ave. (see map). In their application to the Bureau of
Development Services the company has requested an exemption from an
existing greenway trail easement that runs across the property on the
riverfront.

According to a representative from Portland Parks and Recreation, SK
Northwest has "several concerns with the trail and trail users." These
concerns likely stem from the fact that they want to build a new dock
to store their boats and they don't want to deal with trail users
coming onto their property.

Currently, this section of the Eastbank Esplanade trail (SE Caruthers
to SE 4th Ave), as it transitions into the Springwater Corridor Trail,
forces bicycles and pedestrians onto poorly maintained surface streets
and into dangerous interactions with industrial businesses (including
Ross Island Concrete).

Because of this substandard route, trail advocates have been
negotiating with the City of Portland and Portland Parks and
Recreation to build a new trail on the existing easement that would
stay along the waterfront and go from SE Caruthers to SE Woodward
(labeled "recreational trail" on the map), making a seamless
connection from the Steel Bridge south onto the Springwater Corridor.

But if SK Northwest gets their way, this trail will never be built.

It's no surprise that their application has already drawn fire from
bicycle advocates and the Hosford Abernathy Neighborhood Assocation.
Here's the opinion of one concerned trail user and neighborhood
resident:

"In my opinion, the current trail detour (Caruthers / SE Fourth) is
not an acceptable long-term solution. The current path detour is
frequently blocked by delivery trucks and other vehicles?and these
roads have not been maintained by either the city or the local
businesses, especially the segment on SE 4th. I don't think the City
should issue the greenway variance as requested, but rather, should
require the greenway trail to be constructed on the lot as planned.
I'm pretty sure the HAND neighborhood association will submit comments
on the plan, opposing the greenway variance."

Because this is such an important section of trail that could be lost
forever, I strongly urge you to call, write a letter, fax, or email
Kate Green at the Bureau of Development Services. Please indicate case
number LU 05-178171 GW in all correspondence. Comments must be
received by 5:00PM on April 27th. Her contact information is below:

I just about became a "Sean" this afternoon riding Broadway south
just after
the 405 overpass/off-ramp where SW6th becomes two way. I was about
30 yards
from the right turn when a full sized Bronco came from the middle
lane,
across the right lane and into the bike lane, proceeding around the
corner
in the bike lane. Just about took this youngster away to another
land (and
I am not talking Iraq). I yelled (not an obsenity which surprised
me) and
then when I caught up with the vehicle at the light near Terwilliger
Plaza,
the passenger said "I am sorry". I nodded and kept on going toward
the VA
hospital (I was quite under control considering what had happened).
I know
that happened several other times today in Portland Metro. Just
maybe this
driver did learn to LOOK before turning. Ride safe out there folks
and
THANK YOU BTA, Matthew and all others supporting cycling in Oregon.

I was in France for 6 wks on business in 1992. I stayed a couple of
weeks in
St Germain en-Laye, and would ride my bike and train along the west
side of
Paris by riding out towards Meulan on L'Avenue Chateaubriand along
the Seine
river. At least then the traffic wasn't that bad on weekends, and I
even
hooked up with a local team while riding out there. St Germain
en-Laye is an
up-scale area with little crime or problems. With all the crazy riots
over
there right now, I would be very careful about which suburbs you
choose to
ride in. It's generally the reverse in France than in the US -- most
'burbs
are where the low income people are, and the inner city is more
well-to-do.
I think if you stayed to the west near Versailles/St Germain en Laye
and
along the north side of the Seine, you could find some good rides.
