We've lost race venues for just this reason; someone decided to stop
during the 'cross race at Lake Oswego Junior high and pee on the side of
the school. Right in front of the window. Of a room full of teachers
having a meeting. No more races there.
And yes, there were plenty of honey pots right around the corner.

Because perhaps the threat of public humiliation is the only thing that
will cause some people to think twice before jeopardizing an important
race venue? Think about it, would YOU want to be known as the guy that
cause cyclists to be banned from ?

That's exactly the point. I never said that public urination is not an
issue. I am just asking why does everybody need to know who the offender
is?
