Actually, we do the same. State lotteries are legal in the U.S., but not online gambling. Recently, the CEO of a British on-line gambling site was arrested when he arrived in the U.S. on a layover of an international flight. Also, it is illegal to advertise them in the U.S. or for credit card companies in the U.S. to process any transactions between them an U.S. residents.

They were allowed to race in France, but they had to wear jerseys without the name of the sponsor.

Of course, the issue regarding participation in races has nothing to do with betting, other than the fact that the parties appear to be betting the future of cycling as a professional sport.
