I can't believe I forgot Kirk Willet. He's been an Oregon resident for years and won the Tour of Willamette back when he was with Mercury.
And Paul Thomasburg is certainly worth adding. He's in the National MTB hall of fame as of October of '04, so he should sure as hell be on Oregon's list.
