Jerald M Powell

What about National Champions and their peers from pre-OBRA... maybe
even ABL days. Bill Hawley's sister, Jeanette, or Carl Leusencamp
would be excluded even though they were instrumental in the
development of Oregon cycling that's now OBRA.
