I think the obvious is that Portland has the cycling population to make it a sucess.
When you have 10,000 plus bike trips / cycling commutters a day in the summer (correct me if this is wrong), then you have a huge base of fans and participants. Centrally located, I could envision most of these fans and participants riding their bicycles or using mass transit to get to the velodrome.
I am a little leary of goverment involvement. Just another layer of complication and beaucracy and mess... but then again typically local goverment can be more efficient and effective than state or federal..
