This from the 2005 Oregon Vehicle Code:

ORS 801.510 "Stop." "Stop" means the following:

(1) When required, it means the complete cessation from movement.
(emphasis added)

(2) When prohibited, it means any halting even momentarily of a
vehicle, whether occupied or not, except when necessary to avoid conflict
with other traffic, or in compliance with the directions of a police officer
or traffic control device. [1983 c.338 ?92]

So, what is the definition of "stop?" Cessation of forward motion? For
how long? Foot down for cyclist? What about balancing? (On
fixed-gear, I never put my foot down, but I can "stop" ...or is that
actually "stopping?)
