At least he did something positive, so give him credit for that. The fact that he made a judgement call regarding the degree of sanction may have been reasonable under the circumstances, such as the fact that it would be difficult to prosecute the individual, and the real point is to prevent it from happening again.

I am not disagreeing with your logic.

I encourage everyone to consider some of the possible results if the logic here was followed consistently:

We decided not to arrest the person who robbed a corner market because that might make them rob a bank next.

We decided not to charge a child molester because they might rape an adult next.

We decided not to arrest a drunk driver because that might make them drink more next time.

Does this rational make sense? Not to me it doesn't.
