The theory makes economic sense as it is suppsoed to incent others to reduce pollution who can do not for less cost and more efficiently than can the purchaser of the offsets.
In the case of a bike race, the theory breaks down (my tounge is cheek prior response notwithstanding), as the bike race is not replacing some other polluting activity. It would make sense only if you paid the promoter to cancel an auto race an substitute a bike race, which is stretching the point a bit anyway.
