It depends on whether it is viewed as performance enhancing (I agree with Harry on this point without admitting to anything). The asthma TUE's are for formulations, doeses and delivery systems that are not viewed as perfromance enhancing. For example, some of the permitted drugs may be inhaled, but no injected, and some asthma medications are not permitted. I addition, doses are restricted, as is evidenced by the Petacci suspension for excessive levels of an asthma medication he was permitted to use. The rules are clear on the drugs for which uses are permitted and the delivery mechanism that is permissable.
