Yeah ,
I don't think it helps your respiratory system, but for some people it definitely helps with technical trails.I think it depends if you are a pot smoker riding a bike or a bike rider smoking pot. Bike riders smoking pot just get slower.

It is kind of a stretch, but I would say yes. Only reason being is that people get it to deal with pain (well, we hope that's why they are getting it legally). And if you smoke it before an event, wouldn't that help ignore the pain of what you're doing?
