eric
maybe you could post something inflamatory about obra. the flames you'll get aught to keep you warm for quite sometime.
anywhoo.
one thing i've heard but never tried are those chemical warming packets. slip one into each glove and shoe, if you can, and i suspect they'd keep things warm. probably have to remove one or two of the extra layers you use. also look into electric socks.
i've found a front mudflap keeps lots of water off the feet when it's wet but not necessarily downpouring. i like to use something rubbery instead of the classic water bottle scenario as i try to get it down as close to the ground as possible and this way it will bend away should something catch it or my foot hits it during a slow turn. if the rubber is too thin, you'll need something to weight it down such as washers or titanium Campag. record cogs.
if you are riding in a group, ride on the front as you'll be working more and staying warmer. thinking warm thoughts also helps.
good luck
