No, it's because no OBRA card has ever been accused of doping and had
to withstand the withering scorn and rush to judgment inherent therein.

Now that would remove any adhesive ever made!

That is because no one used profane language when describing the process of removing the industrial grade goo on the card after the old sticker was removed!

But, what difference does it really make if the bar code is on the

front or the back?

BECAUSE.... the larger sticker that would cover all the excess
adhesive that is exposed when old sticker is removed... goes on the
back of license not the front. The small bar code sticker goes on
front, leaving most of the old adhesive exposed to collect just
about anything that will stick. I learned the hard way by putting
the sticker in the wrong place at first, then later having to remove
the adhesive on front. It is not that hard... just use an adhesive
remover (if stubborn a single edge razor blade provides some
mechanical assistance) and dishwashing soap to clean it up, rinse...
slap on the new stickers.

Maybe it's just me, but this seems ridiculous. What's wrong
with just slapping the new sticker on where the old one came off?
