just go out and turn his car off and then misplace the keys. i am sure there is a noise ordanance in place to guard against this. i would just call the cops and tell them what is going on.

Totally off topic, but for the lawyers/ anyone who might know something in
regards to this subject.

Short story: neighbor's daughter's boyfriend has his subaru wrx turn on

the car during this). He says this is to warm up his after market turbo charger.
He also has an after market tail pipe on it as well.

My neighbors and I have written a letter to the homeowner but have not heard
back yet.
