Weight-Mile solves the issue of electric vehicles that is on the horizon.
When everyone can plug in their car at home instead of going to the gas
station the gas tax becomes useless.
Weight-Mile is however useless for vehicles that do not have permanent
non-resettable (or easily defeated) odometers (ie bicycles, most
motorcycles)
The road system should be supported as a public commons, everyone benefits
from it so everyone should be helping to support it.
