Yes, but then you end up with what is called the "tragedy of the Commons" where if everyone puts in some amount to support it, but one person takes a little more, or uses a little more, that additional incremental use makes it all fall apart, but not at the same proportion to THAT user..

Weight-Mile solves the issue of electric vehicles that is on the horizon.    When everyone can plug in their car at home instead of going to the gas station the gas tax becomes useless.
Weight-Mile is however useless for vehicles that do not have permanent non-resettable (or easily defeated) odometers (ie bicycles, most motorcycles)

 
The road system should be supported as a public commons, everyone benefits from it so everyone should be helping to support it.

That part is simple... just raise the fuel tax.  Big heavy vehicles pay more and fuel efficient vehicles pay less.

and... concerning a bicycle license fees, maybe purchasing a bicycle lane pass would be a better definition of a user fee.
