See ORS 609.010 and the following statutes. A dog is at large if it is

off the owner's premises and outside the control of the owner. A dog is

a public nuisance if it menaces persons or chases vehicles. I believe

there is a court of appeals case decided about 15 years ago that states

that the owner of a dog may be liable to a person injured by a dog at

large.
