On a clean and dry road the traction is reduced but still pretty good.
Bear in mind that the tire will be less flexible due to the low
temperature so it won't absorb bumps and pavement imperfections as well
as normal. Use caution on both exceptionally smooth (especially painted,
covered or de-icer treated) and bumpy surfaces.
Also keep in mind pressures will drop with temperature - which can be a
good offset to the increased casing stiffness - but you are best advised
to keep an eye on that. I recommend standing weighted fully on your
pedals and give a bit of a bounce, you should momentarily see a slight
bulge in the sidewall where the tire contacts the ground. That indicates
a good reaction for the conditions but remember to leave your bike
outside for awhile so that the test result is for your actual riding
environment.
And snow riding is a whole other subject of course.
