Wow, the UCI official delegated the call cancel to the promoter? The whole
point of the sanctioning body is to be the one neutral party at the race,
arbitrating rules. Putting that on the promoter seems like a shirking of
one's sole purpose in existing at that race. With cash and reputation on
the line, it would only be the rare promoter that would cancel based on a
theoretical risk to safety in a dangerous sport.
