I use the iPhone app for NBC Sports Network to watch the Tour and it works great. The video appears to be a least 720p and is smooth to stream. I think the Tour specific app you're referring to uses the same video feed, and adds additional features like analysis, stage overview, etc.

Now that I work in a cubefarm and don't have a TV that I can keep on all day, does anyone have any experience with the NBC Sports iPad app for Le Tour? Is it worth $14.99? Are there less-expensive/free web-based options worth checking out?
