Baker City Stage Race - Merckx style TT question

I speak on behalf of the TT cup committee.  Technically speaking there are no OBRA rules for what is allowed in the Eddy cat, I personally submitted some but the proposed rule was barely shot down last year.  OBRA considered it a "novelty" category, sadly to say.  So it is only up to the promoter.  And the promoter must indicate what is and is not allowed on the race flyer.So technically speaking, if the TT race is in the TT cup the race promoter will show the TT cup logo and all TT cup Eddy rules apply.  So non TT cup races like Baker city, it is then up to the promoter to advertise the rules on the flyer.  If they do not do so then you could fully race Eddy cat on a TT bike in full TT gear.  The officials might give you some grief, but those are the rules.My personal opinion, and these are the rules that the TT cup races follow is, no aero gear of any kind, no aero bars, no wheels deeper than 40mm, no skinsuits or shoe covers (may be over looked on a rainy race), no swept aero helmets, new style round aero helmets are still allowed though.Basically what ever Merckx had is fair game...just no Meth, lol.
Hopefully this will ruffle some feathers and I can get the Eddy rule voted into OBRA next fall to avoid any future confusion.

Regarding the Baker City TT stage:
The web page note states "This is a Merckx style TT. Road bikes only. NO TT Bikes"
Are there any specific clothing, helmets, or equipment will not be allowed?
Is it as simple as no disk wheels and no aero bars, anything else is ok?
