No bike ride is too hard. Some riders (myself included) are just too soft. ;->

Beware of using pre-registration numbers as a predictor of participation for future events. There are very many reasons why those numbers can be off; people sign up at different times, predicted weather, etc. Definitely don't confuse pre-registration numbers days to weeks out with day of race participation.
As for the too hard question it depends on the reference point:
Too hard for anyone? Definitely not.
Too hard for for maximum participation? Hard to tell but likely remote location is more significant. The race organizers need to figure that one out or even if that is important for them.
Too hard for you? Only you can answer that question.
