www.USACycling.org NOW Purchase YOUR LICENSE ON LINE!!!!!!!!
Yes, it has finally happened. Beginning this Monday, you can purchase your
USAC license on line. The advantage of buying or renewing your license
online is that you can print out a receipt immediately which will act as
your temporary license. Also, purchasing your license online will be the
fastest method of receiving your hard copy through the mail. Lose your
license? Now you can request a duplicate license online with the advantage
of being able to print out a receipt that will act as a temporary license.
Changes to take place
a.. Beginning November 1, 2003 ALL licenses will expire December 31, 2004
and the annual fee will remain $50.00
b.. Between September 1 and October 31, 2004 your license fee will be $25
and expire in December of 04.
c.. Before September 1, the cost is still $50, but the license will expire
December 31, 2004.
d.. Junior licenses will be reduced to 25.00
.
Upgrades
Riders will now be able to request an upgrade online via the USAC website.
All requests for upgrades will be forwarded to the person responsible for
upgrading in each region for approval. Approved upgrades will be entered
directly into the USAC rider database.
Officials
We now have a link on our website for official?s clothing. We will no longer
be providing patches but you can now purchase jackets, shirts, hats etc..
with the USAC logos at very reasonable prices.
There will be one USA Cycling official?s license for 2004, which will
include both NORBA and USCF categories. The total cost for one or both will
be $35. An official who decides late in the year to add USCF or NORBA to a
current official?s license will have to pay the $15 reissue fee.
Notes from the USCF Board Of Trustees meeting in Colorado

I have just returned from my first USCF Board of Trustees meeting as one
of the three trustees from the western third of the US (the others are Jim
Allen and Dave Iltis), after having been elected this September.
The USCF Board on which I sit has three trustees each from the East, West
and Central, along with athlete reps and one representing collegiate
cycling. The primary focus of the board is on racing rule changes and
interpretations, changes to the USCF bylaws, and resolutions. We do not
have budget authority, nor direct authority over staff.
Two members of the USCF Board, along with two members each from the other
associations (NORBA, Pro etc) and the Development Foundation and athlete
reps make up the USA Cycling Board, which *does* have authority over the
budget and staff.
The following is a quick summary of the main legislative changes that will
affect riders, organizers and officials. This is not an official Board
statement - it's just my personal quick report to the members. In fact I
will have to wait for the minutes from the meeting to be sure of *exactly*
what was passed. We considered 62 pieces of legislation concerned with the
rules, and an additional 10 proposed bylaw changes - you can see why I
want to check.
Here are the highlights:
Licenses: we will be returning to calendar year (12/31 expiration)
licenses next year. There will be some transition worked out by staff to
deal with the cost of renewal for licenses next year. This is something
that virtually all the board and staff support, myself included.
Bikes: we will be adopting UCI standards for bikes, with the transition
taking place in 2007. Most equipment currently being sold complies, but
there will be some instances of older equipment being retired in 2007.
Some riders, particularly very short ones, will have to modify their
positions slightly.
One-day licenses: there were several proposals to restrict the races that
people can enter with a one-day license to junior races and cat.5 (4 for
women) *only*, meaning that you could not ride a 4/5 race with a one-day.
All of the proposals were defeated.
Radios: currently radios are only permitted in races open to cat 1 or two
senior riders. There were proposals to include races open to cat 1 or two
*masters*, one of which passed. Thus next year radios will be banned for
junior races, but permitted for any other race open to a cat 1 or two
rider (this includes uncategorized masters, like men 40+).
Track - we continued our trend of adopting UCI rules directly. There were
a bunch of changes to the track rules to reflect current practice. The one
change that might surprise people who don't follow track racing closely
was the adoption of the current points race rule - riders who gain a lap
are awarded 20 points, so that being the only person to gain a lap does
not guarantee victory in a points race. This rule is not applied to
madison racing.
Officials: the bylaws were changed to remove the category 1-4
classification of officials, to be replaced by A,B and C grades. Officials
may have already received mailings that referred to the letter grades, but
that was all conditional on the bylaws being changed.
The schedule of fees: this is set by staff - it's not a rule or bylaw.
Preliminary info is that officials' fees and possibly reimbursement rates
(mileage, food, per diem) will probably increase somewhat, raising
organizers costs slightly.
There was lots more, but those were the highlights.
One personal note: we are moving our rulebook more in the direction of the
UCI rules - this may cause problems with lower key events. One example
would be cyclocross, where UCI bike compliance would eliminate mtb's. I
was concerned about this, because at the entry level almost all riders are
on mtb's. I was assured that organizers will be able to state exceptions to
the bike requirements in the race ad to handle just this problem.
